The Act assigns the Director of the Office of Management and Budget OMB responsibility for improving the acquisition, use, and disposal of information technology by the federal government.
ITMRA repeals Section of the Federal Property and Administrative Services Act of popularly referred to as the “Brooks Act” and establishes a new statutory scheme for information technology management and acquisition within the Executive branch.
Official duties for the council include developing recommendations for government information technology aft policies, procedures, and ttechnology identifying opportunities to share information resources; and assessing and addressing the needs of the Federal Government’s IT workforce. The Act’s provisions take effect on August 8,days after enactment. The Director should aim to improve the productivity, efficiency, and effectiveness of federal programs, including through dissemination of public information and the reduction of information collection burdens on the public.
One of the most important responsibilities of the CIO is to promote amnagement agency operations by implementing budget-linked capital planning for, and performance-based management of, information technology systems.
Each agency listed in the Attachment should consult with the OMB Deputy Director for Management prior to establishing and filling the position, and provide the following information: The CFO continues to be responsible for developing, implementing, and maintaining the financial management refodm as provided for in the CFO Act.
